About Competition

Participants are invited to propose an urban planning concept for a designated site aimed at developing a city that is smart, green, resilient to climate change risks, human-centered, and promotes a high quality of life. The conceptual design should focus on achieving the following key goals: Integrating Innovative and Technological Solutions Develop solutions that improve the efficiency and effectiveness of urban governance, transportation, energy, and information systems by applying modern smart technologies, thus enhancing the overall quality of life for residents. Implementing Environmentally Friendly Planning Create an environmentally friendly urban model that promotes a sustainable lifestyle by utilizing renewable energy sources, enhancing waste management, ensuring efficient water use, and increasing green spaces. Developing a Climate-Resilient Urban Model Design flexible and adaptive infrastructure, buildings, and urban layouts that can withstand environmental changes and natural disaster risks, ensuring the city’s long-term resilience and sustainability. Incorporating Mongolian History and Culture Emphasize the city’s unique identity by blending the historical heritage of the HUNNU Empire and Mongolia’s traditional culture and customs with modern architectural and urban planning solutions to create a globally recognizable brand. Creating a Human-Centered Urban Environment Enhance public health, safety, and comfort by creating accessible and inclusive public transport, pedestrian pathways, social services, and recreational spaces that encourage well-being and convenience for all citizens. Supporting Economic Growth Promote the country’s sustainable economic development by creating a supportive business environment and infrastructure that attracts both domestic and foreign investment, along with developing innovation hubs and economic zones.

Who can participate

The competition is open to both domestic and international professional organizations, teams, and individuals. Each team must consist of at least five members and should include key professionals such as urban planners, landscape architects, architects, and engineers. Additional specialists may also be included. Team compositions can be modified until the registration deadline. Collaboration between domestic and international experts is encouraged; however, individuals or organizations are not allowed to participate in more than one team.

Evaluation, Awarding, and Prizes

The competition will be assessed in three different phases.

Preliminary Evaluation

A total of 34 points will be awarded in this stage:

  • Compliance with the Terms of Reference: 26 points
  • Completeness and technical quality of submitted documents: 8 points

Public Evaluation

A total of 6 points will be awarded based on public feedback:

  • Online public voting via the official competition website: 3 points
  • On-site public feedback collected during the exhibition: 3 points

Jury Panel Evaluation

The Jury Panel will assess submissions using established evaluation criteria, awarding up to 60 points to determine the top five finalists.

Note: If you are planning to attend the on-site exhibition and presentation event, it is essential to plan your visit in advance. Make arrangements to travel ahead of time. We will provide the event schedule for key presentations and cultural events that are of interest to you, as well as the venue layout. Be prepared to make the most of your experience!

Prizes

The total prize fund for the competition amounts to 1,400,000,000 MNT.

Breakdown:

  • First Prize (1) – 600,000,000 MNT (Six hundred million tugriks)
  • Second Prize (1) – 400,000,000 MNT (Four hundred million tugriks)
  • Third Prize (1) – 200,000,000 MNT (Two hundred million tugriks)
  • Honorable Mentions (2) – 200,000,000 MNT total (Two hundred million tugriks)

For both international and domestic teams that choose to participate in person, the organizer will cover accommodation costs, including a hotel stay for 3 to 5 days, as well as airport pick-up and drop-off expenses for 1 to 2 team members in Ulaanbaatar, in accordance with the official program. Any expenses related to additional participants beyond this number will be the responsibility of the respective team, ensuring a seamless experience for all involved.

All prize amounts include value-added tax (VAT). A 10% withholding tax will be deducted. Participants are responsible for any additional tax obligations in their respective jurisdictions.

Schedule

The total duration of the international open competition shall not exceed 130–140 days.

Registration: Duration – 30 days

Development of the Conceptual Master Plan: Duration – 90 days

Evaluation Period: Duration – 10 days

  • Document screening – 3 days
  • Public voting – 5 days
  • Exhibition and presentation – 2 days

The competition’s official end date will align with the final day of public voting and exhibition activities.
